Blizzard has opened up downloads for the open beta client. You can get it from www.worldofwarcraft.com or www.fileplanet.com. Blizzard posted the following on their site today:

World of Warcraft Open Beta Client Now Available!
The World of Warcraft community site and the open beta account-creation pages are currently unavailable. We are experiencing technical difficulties on our end and are working diligently to restore service to this site.
For those who would like to get a head start on downloading the open beta client, we now have it available for you here: [PC] [MAC]
