Garrison is found nestled in the mountains a little less that halfway
across the chunk. You can find Lieutenant General Conutuc Sentixa
inside the central bunker just off to the right.

Completing the Quest

Travel east until the mountains bend south and turn with them. You will
see a fort-like wall with two camps of Skrilien Lizardmen out front.
The mobs are in groups of three at campfires, with a roamer strolling
between the two. The mobs are very social, so it will be difficult to
pull just one. Try to isolate the roamer between the two camps first
and pull him back out of the way. The take one campfire at a time. It
is possible to lull/sleep/stun/charm/mez/root these guys, so you can
split them up. You will find that these mobs can cause quite a few
negative status effects. That have poison-based DoTs and have a poison
that increases energy cost for all spells. A healer can remove the
poisons if you alert him or her.

Once you have killed up front you can pass through the door.
Immediately press left up against the mountains and get your bearings.
A couple of roaming parties walk up near the fort. One set is a pair of
Bloodletters. The other is a Witchdoctor and two Marauders. The
Witchdoctors are healers, so make them a priority any time your fight
involves one. Keep in mind the social nature of these roaming parties
and try to drag them to the side. And if you should get two
Witchdoctors at once, determine whether or not you can kill one really
fast. If you can't, attack them both to force them to heal themselves.
Two Witchdoctors healing one mob makes the fight take forever.

Just down the hill is a Skrilien village. This consists of various huts
on stilts with bridges connecting one to another. Inside each hut is a
pair or a trio of Skrilien. Roamers pass along the bridges and gladly
add to any fight you start whenever possible. In the center of the
village is a huge fire with a half-dozen lizards. Don't pull from this
camp unless you are prepared to deal with all six.

It's perfectly possible to get all of the mobs you need for the quest
in this first village, but there is more fun to be had by going down to
the second village. Head south from the first, and you will go through
a narrow mountain pass. A few lizard roam through here, usually one
Witchdoctor being escorted by a Bloodletter. You'll also spot a cave on
the western wall of the mountain, but the mobs you seek are not within
that cave. Press south to get to the second village.

The second Skrilien Lizardman village is much like the first in
appearance, except that it is on the beach. Everything said above about
the layout applies. The only difference here is that you may find a
named spawn in the northwestern hut.

The Named

He is not on your checklist for this quest, but if you can find Warlord
Thrak'ssez, it is worth the effort to kill him. He drops a really nice
two-handed sword at the very least, and his loot table may include more
items. His sword is called Vulturebane, and it looks pretty sweet!

UPDATE: A Ten Ton Hammer
community member has informed me that Warlord Thrak'ssez is one of a
series of named who spawn in the area. I am told they are for another
quest, so it may be best to not kill the named until you are sure no
other groups are in the area.

Reward

When you have killed enough lizards, return to Lieutenant General
Conutuc Sentixa at the Upside Defense Garrison. He will give you the
coin promised earlier and some experience (about %4-6% of a level for a
level 23 character). Completing this quest opens up the Sare'vessk
quest from Sentixa.
