The
Celestial power set for Champions Online was revealed during the
recent Blood Moon event. This power set is designed for the player who
really, really likes to heal. Players could unlock the power set during
the Blood Moon event by completing the Dawn of the Undead Heroes
mission chain and by gathering forty celestial crystals. Now that the
Halloween themed event is over, the Celestial power set is available to
everybody. Your pals here at Ten Ton Hammer are pleased to provide an
overview of the Celestial power set for CO.
For the overview, we’ll list each power along with any
pertinent information. In addition, any advantages that can be
purchased for the power will be listed. The tier of the power will also
be listed. Newer players may be confused by the term
‘tier’ for the powers. What tier means is what
requirements are needed to take the power. The tier levels are
summarized below.
- Starter – no
requirement needed. - Tier 1 – requires
one celestial power or two non energy building powers from any framework - Tier 2 – requires
three celestial powers or five non energy building powers from any
framework - Tier 3 – requires
five celestial powers or eight non energy building powers from any
framework

Tier: Starter
Type: Energy Builder
Description: Radiance fires bolts of dimensional energy at your target,
healing your friends and destroying your foes.
Method: Click
- If targeting foe: Single
target dimensional damage - If targeting ally: Heals
target - Generates energy
- If targeting ally: Only
generates energy if damage is healed
Advantages
- Convergence - Radiance gains
a 20% chance to chain to a secondary target. The chain will have the
opposite effect: An attack will chain a heal to a nearby friend; a heal
will chain an attack to a
nearby enemy - Accelerated Metabolism -
Every time you use this ability you have a chance to return a small
amount of energy.
Rebuke

Tier: Starter
Type: Ranged
Description: Call upon dimensional forces to judge your target, healing
your friends and destroying your foes.
Method: Tap
- If targeting foe: Single
target dimensional damage. - If targeting ally: Heals
target
Method: Charge
- Increases the damage or
healing and energy cost of the Tap effect
Advantages
- Admonish - If fully charged,
stuns targets around your primary target. - Accelerated Metabolism -
Every time you use this ability you have a chance to return a small
amount of energy. - Crippling Challenge
- This advantage Taunts an AI
controlled enemy, forcing them to attack you for 4 seconds, and
generates a moderate amount of thread. In addition, it places a 20%
damage debuff on the target that persists for 15 seconds. - If the taunted enemy attacks
the taunter, it will quickly reduce this debuff's strength. Conversely,
damage the taunter inflicts on the taunted enemy restores the debuff's
strength. - All taunt advantages share a
10 second cooldown, and an enemy that has been taunted cannot be
taunted again for 10 seconds. - Against other player,
Crippling Challenge breaks through blocking and disables it for 10
seconds.
Imbue

Type: Buff Self
Description: By imbuing yourself with dimensional energies you are able
to increase the efficacy of the next power you use.
Method: Click
- Increases the damage or
healing of the next ability used.
Advantages
- Illusive - The next power
you use after Imbue will generate less threat.
Illumination

Tier: 1
Type: Buff Targets
Description: Illumination places healing energies around your target,
aiding your allies in their fight.
Method: Click
- If targeting foe: Places
Illumination on your target. Any hero attacking the target will receive
the Mend buff, healing them over time. - If targeting foe: The debuff
has a 5 minute duration. - If targeting ally: Places
Illumination on your target. When the affected ally takes damage they
will receive the Mend buff, healing them over time. - If targeting ally: The buff
has a 30 minute duration.
Advantages
- Brilliance - Illumination
becomes a toggle that automatically affects targets in a 25 foot sphere
around you. The Illumination toggle costs energy while active. The
Illumination toggle can affect, at maximum, yourself, one friend, and
one enemy every one second.
Conduit

Type: Ranged
Description: You become a conduit for dimensional energies, focusing
them on your friends or enemies.
Method: Maintain
- If targeting foe: Deals
dimensional damage to the target - If targeting ally: Heals the
target - If your target is affected
by Illumination, chains to nearby targets of the same type.
Advantages
- Serenity - A portion of the
energy you use to cast Conduit is returned to you if your target is
affected by Mend. - Accelerated Metabolism -
Every time you use this ability you have a chance to return a small
amount of energy.
Conviction

Type: Buff Self
Description: You are able to temporarily increase your maximum health.
Method: Click
- Increases your maximum
health for a short time
Advantages
- Impudence - Conviction
becomes an Active Defense. The power becomes much more powerful but
also gains a 90 second cooldown and applies a 30 second cooldown to
other Active Defense powers.
Iniquity

Tier: 1
Type: Healing
Description: You are the ultimate healer, transferring health from
yourself to your target.
Method: Click
- Heals target
- Deals damage equal to the
heal to you
Advantages
- Justice - Iniquity can now
target up to 5 friends in a cone in front of you. Iniquity is 10% less
effective (per target) for each target hit beyond the first.
Redemption

Type: Healing
Description: Your powers allow you to call other heroes back from the
brink of defeat.
Method: Click
- Revives a nearby hero
- Cannot be used while in
combat
Advantages
- Salvation - Redemption can
now resurrect up to 5 targets within 25 feet of you. Healing received
is divided amongst targets resurrected.
Palliate

Type: Ranged
Description: Calling upon dimensional energies you are able to blast
your enemies and heal your allies.
Method: Click
- Heals target for a
percentage of their life. - Increases Presence of target.
Advantages
- Absolve - The target of
Palliate has their threat wiped and gains stealth for 10 seconds.
Seraphim

Tier: 2
Type: Buff Self
Description: You are one with the dimensional energies you control
enhancing your ability to use them for your will.
Method: Slotted Passive
- Can be slotted in a Support
or Balanced passive power slot. - Only active while in combat.
- Increases damage of all your
Dimensional attacks. This benefit scales with your Presence. - Grants bonus efficacy to all
your healing powers. This benefit scales with your Constitution. - Grants significant
resistance to Dimensional type damage and moderate resistance to all
Paranormal (Magic, Ego, Dimensional) type damage. this benefit scales
with your Constitution. - Grants a small amount of
healing every few seconds to all allies in a moderate radius. - Counts as an Energy Form.
Advantages
- Balance - While you are in
combat, up to 5 enemy targets within 20 feet of you will take a small
amount of damage over time.
Expulse

Type: Close Area Attack
Description: Using a blast of energy you are able to send any enemies
around you flying,
Method: Charge
- Knockback on all targets in
melee range. - Must be fully charged
Advantages
- Impose - All targets knocked
back by Expulse are also snared after 2 seconds. - Accelerated Metabolism -
Every time you use this ability you have a chance to return a small
amount of energy. - Challenging Strikes - This
advantage causes this attack to causes additional threat to your
targets, making them more likely to attack you. The additional threat
from this ability can only occur once every 5 seconds, and shares a
cooldown with all powers that have this advantage.
Ascension

Tier: 3
Type: Buff Self
Description: You are able to temporarily draw massive energy from other
dimensions, increasing your damage and healing and granting you flight
for a short time.
Method: Click
- Increases efficacy of all
your Healing Powers. - Increases damage of all your
attacks. - Grants flight.
Advantages
- Judgment - All Illuminations
within 25 feet are consumed. Friendly targets who were illuminated are
healed. Enemy targets who were illuminated take damage.
Purge

Type: Debuff
Description: Purge a target, banishing an undesirable effect to far off
dimensions.
Method: Click
- If targeting foe: Removes a
single buff and travel power. - If targeting ally: Removes
one debuff, damage over time, or heal reduction.
Advantages
- Deliverance - Celestial
Cleansing now helps friendly targets around your primary target break
free of holds.
