It’s a massive investment of production, and by the time the wonder is done you won’t get enough out of it to be useful. If you can stockpile a few policies worth of culture before this is completed, you can get a free policy or two out of it, but that can be a risky venture with how strong policies like Autocracy can be when they become available.
