BURGLAR LEGENDARY ITEMS

Real-world
burglars carry files and picks. LotRO Burglars have different ideas.

Burglar legendary items consist of an assortment of mainhand
weapons
and tool bags for the class slot. Unlike other classes who must carry
multiple sets for different roles, Burglars can usually get away with a
main weapon and bag, and the rest of the slots can be filled with
"trash" LIs that will be deconstructed later for relics.

Preferred Pool A legacies for Burglar weapons will depend on
the
player. There are two legacies that affect bleed damage - Burglar Skil
Bleed Damage Multiplier and Cunning Attack Bleed Stack Chance. With
both of those legacies on one weapon, the Burglar can apply truly
frightening damage-over-time bleeds to his opponents. Also handy is any
legacy that affects criticals - Surprise Strike Critical Rating in
particular is good, and also Critical Response Skill Damage. Most of
the Pool B legacies (which are the ones granted during reforges) fall
into the "meh" category, but Riddle Range, Trick Range and Ready and
Able Cooldown are all fairly useful.

For toolbags, there are a lot more very good legacies, and
again the
desirability of a particular legacy will depend on the player's style.
For Burglars who use the Gambler trait line, Gamble Chance is a
must-have. For a DPS-themed bag, Skills Critical Multiplier, Offhand
Critical Chance and Positional Damage legacies are all great to have.
Most crowd-control-spec Burglars will find the Addle Cooldown legacy to
be particularly helpful, as 15 seconds can seem like an eternity
against a mob that uses a lot of interruptible inductions. Increased
Healing from Mischievous Glee is also good to have, particularly for
soloing or otherwise running without a healer. From Pool B legacies,
stealth-based or PvMP-spec Burglars will find Stealth Level, Sneak
Movement Speed and Hide in Plain Sight Cooldown to be invaluable.
Confound Countdown Duration causes the mez effect of that skill to
"fire" sooner, making it quite useful for CC-spec Burglars.

BURGLAR TRAIT LINES

You
got to know when to hold 'em, know when to fold em....

Burglar trait lines are a bit
more complicated than they are for other classes. The Quiet Knife and
Mischief-maker lines are similar in function to trait lines for other
classes, but the Gambler line adds a whole new dimension to Burglar
fights.

The Quiet Knife line emphasiszes stealth and increases
positional damage and critical rating, and generally boosts DPS. The
individual traits reduce cooldowns of attack skills, increase damage
and make stealth attacks even deadlier. The capstone legendary trait,
Practiced Bluff, is attainable at level 58 by earning kindred status
with the Iron Garrison Guards in Moria and buying a book from the rep
vendor, and improves the skill Feint Attack, opening up more
stealth-based skills and increasing damage from stealth attacks. This
line is most useful for Burglars who rely heavily on stealth and focus
on dealing damage rather than debuffs or crowd-control. Quiet Knife
traits are the easiest to learn while soloing, and work particularly
well at lower levels.

The Mischief-maker line enhances the Burglar's crowd-control
capabilities and boosts trick removals. The individual traits enhance
Riddle and Confound and a number of tricks, and make Reveal Weakness 2%
more potent. The capstone legendary skill, Little Annoyances, is
attainable at level 58 by completing the Burglar quest line in Moria,
cluminating in a tough fight in the Sixteenth Hall. It improves the
skill Small
Snag by lengthening the root, increasing the debuff and lowering the
cooldown, and it also increases the duration of tricks while in
Mischief stance. Since this trait line improves CC abilities and
debuffs, it is very group-friendly.

The Gambler line is a real bag of tricks. Slotting multiple
Gambler traits adds new effects (called "Gambles) to several
different skills. Individual traits improve stealth, alter how FMs
affect the Burglar after they land, add or enhance
debuffs and add Gambles to a large number of skills. The capstone
legendary skill, Dealings Done (attained by completing the Mines of
Moria epic book quests up to the end of book 6), allows the Burglar to
upgrade Gambles
to their max tier and increases the chance of applying Gambles with
other skills.

He
didn't know when to walk away or when to run.

Understanding Gambles takes a bit of practice. Basically,
Gamblers are additional debuffs applied to the target when certain
skills are used or specific conditions are met. The Gambles can lower
an enemy's resistances, apply a damage-over-time or stun the victim,
depending on the skill used. For example, the Gamble from Mischievous
Glee will stun the target briefly, while Startling Twist will apply a
damage-over-time debuff in addition to it's usual stun. There is a
percent chance that a Gamble will apply when these specific skills are
used, and the percent chance is modified by a nmber of factors (number
of Gambler traits used, specific traits equipped, etc). When the Gamble
does land, its strength is determined randomly - a 6-sided die will
appear over the head of the target and show a number. Strength 1
Gambles are fairly weak and last only a few seconds; strength 6 Gambles
are much more powerful and last a longer time.

Keep in mind, though, that these Gambles have only a chance of
landing - they are not guaranteed. That's why they are called Gambles.

An example of Gambles in play:

  1. Burglar traits Footpad (60% chance to apply a debuffing
    Gamble with the skill Burgle) and 3 more Gambler traits, plus
    Appraising Eye for extra damage from Reveal Weakness.
  2. Targets a goblin, engages stealth. Applies Reveal Weakness,
    creates a Diversion, sneaks up and uses Burgle. The Burgle applies a
    resistance debuff at strength 3, making the goblin weaker.
  3. Burglar uses Aim and Location is Everything - he will score
    an automatic critical hit and do additional damage by striking from
    behind.
  4. Burglar hits with Surprise Strike, scoring an automatic
    critical with stealth and positional damage, plus extra damage for the
    Gamble; with 3 Gambler traits equipped, Surprise Strike does additional
    damage when the target is under the effects of a Gamble.
  5. Burglar uses Dust in the Eyes and immediately removes the
    trick with Startling Twist, applying a fresh damage-over-time Gamble at
    strength 6 and simultaneously stunning the doomed goblin.

With that combo, the Burglar can hit huge numbers with that
opening
Surprise Strike, on par with a Hunter's Improved Swift Bow.

The Gambler line is equally useful for groups as for soloing.
Though the debuffs can't be counted on 100%, they generally make
enemies easier to fight, and everybody can benefit from them.

Picking a good set of Burglar virtues will, like everything
else,
depend heavily on the style of the player, but just about every Burglar
will agree that traiting for increased Agility is a good start. Agility
is the lifeline of the Burglar, affecting his chance to land a critical
hit and his chance to evade incoming attacks. Determination is simply a
must-have, and Tolerance and Mercy also both increase Agility.

Almost
as important as Agility is Vitality: higher resists and more morale
makes a tough-to-kill burglar even tougher to kill. Loyalty, in
addition to increasing Vitality, also gives a boost to power and armor
rating, and there's not really any compelling reason not to use it.

Fate is a good third choice. This one affects morale and power
regeneration while in combat. Idealism adds +30 Fate at rank 10, plus
+8 Will which will increase the Burglar's power pool by a little bit.

The
last couple of virtues will depend on the player's style. Burglars with
high Might scores do more melee damage without relying on critical
hits, and would do well to go with Discipline (which also increases
Melee Defense Rating). Alternately, the defensive-minded Burglar may
want to boost his defenses for those rare occasions when he does get
hit, and slot Innocence for the massive Melee Defense Rating boost. For
the player that finds himself running out of power after burning
through a long strong of critical response attacks, increasing the base
power pool with Honesty or boosting power regeneration with Patience or
Charity will help.

Because Burglars are one of the more
widely-varies classes and their roles are largely defined by their
individual players, there is not one single set of virtues that will be
best for everybody. Determining the best combination will rely entirely
on the player's preferred role.
