The official site for Dreamlords has some notes about today's hotfix. You'll want to check it out.

As this is a hotfix it will be implemented mid-era without any larger expected downtime, but it will affect current standings in this the first era. Thus we would like to ask for your patience when it comes to this matter; players who have been enjoying the former balance and used it to it's full potential will see a vast drop in immidiate performance, and we will offer no other compensation than a new feature to manually be able to destroy existing unwanted towns.
