It is important to know about zone flags when playing on a pvp server. When you enter a new area, the zone name appears in color across the top of your screen. In addition, it is also listed above your mini map.
The colors are coded to reflect the alliance of a zone. Uncontested zones that are controlled by your faction appear in green lettering. Enemy zones appear in red lettering and contested zones are in yellow lettering.
Uncontested zones are zones in which a faction has claimed and has complete control. Contested zones are zones in which neither faction (alliance nor horde) is in complete control.
On a pvp server, when you enter a contested zone, you are immediately flagged for pvp. You are only flagged for pvp in an uncontested zone when it is controlled by the opposite faction.

All of the Outlands is contested.
