The following is taken right from the WAR Herald and should shed some light on those of you who have been checking out the Beta:

This little image/slogan seems to have caused so much confusion in the masses. 'Beta Wot is Closed'... Such a simple little phrase who has all the right intentions, just not the best follow-through. It simply means, or meant, since we've stopped using it, "Beta which is closed" aka the closed beta phases. Not that the beta signups and such are closed. Closed as opposed to the open beta phase, etc. We apologize for any confusion the little guy may have caused, we never meant for that to be the case. We've now put him out to pasture so he can cause no further harm on the betacenter.
