Talk to Belesa

After speaking with Nadini at the end of the "Shipwrecked" questline, she will send you off to your class trainer. In the case of priests, that's Belesa.

Head back to the Thirsty Dog Inn and head downstairs. You will find Belesa at the end of the room, by the fireplace.

Speak with her, and she will tell you that Arias has been kidnapped by Strom's men. She will plea with you to help him return safely. Of course, you'll accept and she'll give you a weapon for your bravery.
