Talk to Belesa

Fight your way back to the boat. If you're on any Day Quests that require kills in White Sands Isle, now's as good a time to do them as any, since the island is a private instance just for you. You won't have access to the entire island, but you can kill a lot of picts, crocs, panthers, and gorillas.

Once you are ready, jump back into the boat to Tortage and head to the Thirsty Dog Inn. Go downstairs, and speak again with Belesa.

Belesa will tell you that it was Tina who sent Arias to find Si-Khu, but Si-Khu was poisoned while on the ship from Stygia along with all the other passengers. The public was told that it was a plague, and the passengers were all quarantined. Si-Khu was freed by a rebellion agent and is now with the priest, Ninus, but he is about to die.

In order to save Si-Khu's life, you'll need to get a Blood Root and take it to Ninus to cure Si-Khu.
