Talk to Bartholomo
First things first, go back to Belesa once you're
level 15 and she'll tell you that Mithrelle intends to steal the
Phoenix Medallion from Strom. She'll inform you that Bartholomo is
working with Strom and she'll ask you to go convince him to work for
the Resistance.
Fair enough. Leave the tarvern and go find Bartholomo. He'll be at his
shop which is by the docks.
He'll inform you that he only serves Strom as he holds his daughter
captive. In order to convince him to join the Resistance he requires
proof that it was Mithrelle that killed his wife, and not Strom, and
that she's also after his daughter Isleen.
