In the US, Halloween is a family-oriented holiday before dark and an adult-oriented holiday after dark. You take the kids trick-or-treating in the evening, then, after the sun goes down, you put on a costume (scary if you're male, slutty if you're female) and go out drinking until 3 am.

It's the American Way.
