Talk to Sparrow Cogcarrier (near stormhold library access point in ENE
Antonica) or Heron Cogcarrier (docks in the commonlands). They will
ask you to find an old bounty using the 'Multidirecetional
Aerospanning Locationater' (a box) and the 'Manual Powered Mechanical
Digging Device' (a pick).

Equip both, and use the MAL (box). It will glow a colour and a
brightness. The colour indicates the direction you must travel (green
means straight ahead, red means a complete 180 degrees from where
you're heading, yellow/orange indicate you're facing either side
(left/right) of the correct direction). The brightness indicates how
far away from the treasure you are. A faint/dim hue means you're on
the wrong side of the world, a bright hue means you're close, and a
blinding hue means you're right above the treasure.

Use the MPMDD (pick) to dig the treasure up and return to the NPC who
gave you the quest.

The location of the treasure is random. Use the MAL to find where it
is located for you. This quest gives access to the "Smarmy Sprocket" - a boat from which you'll get an access quest for the "Prison of Admiral Grimgadget" - a 20s group instance on the island you'll visit after clicking on the ship's wheel.
