The Shire is a rich area to get most of the resources of tiers 1 and 2.  While tier 2 items are less common (being restricted to the north eastern portion of the Shire), even in this care there are a lot of resources to find.  Surprisingly, most crops found growing on their own in the Shire are away from the farming communities, most commonly found in Woodhall, north of the Hill and Hobbiton.  There is one exception to resource gathering in the Shire, Scholar Nodes.  There are almost no scholar nodes at all in the entirety of the shire.  Really, it's the absolute worst I have seen among the Shire, Ered Luin, Bree-Land and the Lone Lands.

There is a surprisingly large amount of ore found in the Shire, mainly in Rushock Bog and the Greenfields.  Some other areas have modest amounts, but scattered and far in between.  Rowan wood is very common in the Shire, available almost everywhere but near Woodhall and the southern roads of the Shire.

Overall, the Shire is one of the best low level areas to gather resources, with moderate to large quantities of all the various resources one could want.  The only area that is truly resource starved is the southern Shire, which should be avoided for resource gathering at all costs.

Little Delving, Michel Delving and Waymeet:  There is a small amount of ore to be found on the edge of these areas between Tuckborough, Rushock Bog to the north and Hobbiton.  There is a fair amount south near the housing area.  You can find minute amounts of green onions and blueberries near Waymeet and Little Delving, again on the border areas.  Small quantities of rowan wood can be found in the outlying areas of this region.  You can get some light skins from wolves in this area too, especially near Waymeet.  There are no artifacts found in any of these areas.

Rushock BogNeedlehole:  Rushock Bog has an enormous amount of ore for some reason.  I believe it is the best place to harvest ore in the Shire.  It also has a moderate amount of Rowan wood available.  Not surprisingly, there are no crops found here, nor do any of the beasts in the area drop skins. Needlehole has no artifacts, as there are no ruins there or in Rushock Bog.

Tuckborough:  Tuckborough is just a poor resource gathering area.  There are some skins near the bears dens, but otherwise it only has moderate amount of rowan wood, and almost no ore to speak of.  There are no crops near here, either.  Finally, there are no artifacts found in Tuckborough at all.

Bywater, Hobbiton and the Hill:  Skins can be easily found west of Hobbiton, at the wolf den, near Rushock Bog.  There are almost no crops to be found in this area, excepting a scattered amount of strawberries.  There are no close concentrations of rowan wood here, but in the outlying areas here you can find a fair amount.  Ore (copper and tin) is found also in this region.  Artifacts are totally absent from these places.

Gathering in HobbitonOverhill: As to be expected, all the areas outside of Overhill have a fair amount of rowan wood.  Ore is not too much of a problem, most of it found in the north west section of the region.  Rhubarb, honey, green onions, yarrow root and taters can be found in Bingbole wood in abundance.  Skins are plentiful, because of the many bears here.  Near the bear lairs there is a single artifact node (shattered pitcher, tier 1).

Brockenborings and Scary:  Medium skins are found in abundance here, from the bears and wolves presence.  There is a lot of ore, especially in the north east corner (beyond Halros the ranger, at 26.7S, 67.1W, in a secluded valley).  Barrow iron and silver can be found in the eastern sections of the Greenfields, and north of Scary.  There are green onions, strawberries, blueberries, rhubarb and taters found in the Greenfields in moderate amounts and some south of Scary.  Ash can be found south of Scary in abundance, and scattered throughout the Greenfields. South of Brockenborings there are little if any of any sorts of resources aside from some small amount of skins that can be collected from boars, and some modest amount of rowan wood.  Artifacts are completely absent from any portion of Scary, Brockenborings or the Greenfields.

Budgeford and Frogmorton:  The shores on both sides of the water between Bywater and Stock are fair to poor for crops and wood.  It can be found, but not in enough quantity to merit a special trip there.  There is a moderate amount of copper and tin found here.  Skins here are poor excepting the wolves lair east of Budgeford, but you will need to deal with the elite warg there to get them.  The ruins east of Budgeford has a node or two (tier 1) but otherwise this area doesn't have artifacts.

Bamfurlong, Stock and Woodhall:  There areas are poor for ore to the extreme.  A little copper and tin can be found near southern Stock, but that is about it.  There are almost no amounts of rowan wood or crops here.  This region is easily the worst for resource gathering in all the Shire.  You can get some very minor amounts of skins, but even this resource is hard to find compared to other areas.  The only artifact node in this area is a single one at Old Odo's Leaf Farm.
