The Secret World Issue #4 Update Now Available...Mostly

The Secret World’s Issue #4: Big Trouble in the Big Apple deployed to live servers today a little lighter than expected on the content end. While the update adds the new Reticule combat option, the second auxiliary chainsaw weapon, a huge number of PvP changes, plays and other new content, those that were hoping to dive into the game’s first raid in New York today will have to wait a while longer.

In a post to the official forums, Senior Community Manager Oliver 'Tarib' Kunz explained that the New York raid will remain locked to iron out a few lingering issues.

Issue #4 also sets the stage for the big Raid in New York, which is undergoing final testing and will be brought Live as soon as possible.

Whenever I hear the words “soon as possible”, I like to reference a post from Sapience over at Turbine on the history of time, which is a relatively good (and comical) way to interpret what any variation of words involving "soon" just might mean.
