Not entirely true, the means to do this will possibly be in the microtransaction store, but they've also stated that you can get the transmutation stones in game through spending karma which you get from the dynamic events.
So it is something you might be able to pay for it to speed up the process, but it isn't something you'd be forced to pay for.

Just as a note, they are the Sylvari not Sylvani. There is an r in the name instead of that n, you got it right a couple times though. :P
