Nice ploy. I don't think it will stop their hemorrhaging of subscriptions though. I guess it shores up some of their loses though when players who no longer play the game are still stuck paying for it.
Tier 2 bosses have a 500% bonus to critical damage so 250 toughness mitigates that. Are you playing a dual wielding Rogue? If so then you should shoot for higher hit than listed, however 250 is the baseline needed to enter that content.
Yes, you may indeed access the other factions instance's by traveling to them and using the zone in.
Roll need and let the RNG sort it out. Winning two items in a single dungeon run is as likely as losing 10 straight rolls, so take it when you can get it.
When I got to the Raster part of my monk fist epic I headed off, prepared for the longest camp of my life. What did I find however? He was up! So I killed him and moved on - fastest epic of all my toons. I feel for my other monkly friends who lost large portions of their lives waiting on him.
