I hate explaining jokes but some people need it I guess....
The medal system just judges your performance. so in this case Mr. Phelps gave a Gold performance so he gets a +400 to his roll to see if he wins "the gold (bag)" the actual reward. Notice the gold , silver, and bronze bags.

Personally I love the system, this comic was just to poke at A: anything is possible B. people who join at even the last sec can receive the top reward.
Overall I think its the best system in any MMO thus far. (though I would also like the "pass" function)
I prefer a mix of both skill based and level based, perhaps though more skill based
I think Eve did a lot of things right, but your right you cant really compare the two since Eve is so PVP based. As for as developers looking for a model I think they would/should be looking at both. Both have done many things right.
