Three ideas are kind of silly here....
1) That someone may find 10k expensive. In WoW it is easy to make 10 to 20k each week without really trying that hard.
2) That Blizzard thinks a 10k price will keep access limited? See above comment, the people with that amount of gold to blow easily outnumber those without.
3) That after all this time Blizzard can not just make a system that allows faster queues without some artificial system to limit access. I know that while I could pay, not even going to bother....
The Guide was initially based on the content from Beta so that it could be up for the initial players getting there after launch and has since been updated. You now get the quests that you used to have to wait for right off the bat, and then get another at honored.

It has been corrected now, it is ilevel 460.
It was listed in game before the raid went live as 470 and hence the error, once it went live it was properly listed in the game.
Yes, it is for LFR for sure and not real raids. I have not seen it specifically mentioned elsewhere about it being used for LFG (5 player instance), but so far in the beta it isn't being used there. So my impression is ONLY in LFR to solve the issues around players being able to roll on things they don't really need.
