Considering that Warhammer combat and healing is built upon random numbers within a range anyway, "top" performer status can vary widely depending on how lucky a person was throughout the event. I see no problem having another element of luck to help spread things around a little. This also helps protect against those with the best gear from hoarding all of the event rewards, creating a cycle of gear -> loot -> more gear -> more loot.
I'm glad Warhammer has mechanisms in place that prevent gear from always being the deciding factor in players' success.
