I've been told the tools can spawn at one of three locations.
Skulk Rock, the Creeping Ruins and the ruins east of the Blood Elf buildings.
Also that the tools are in a small bucket, so you have to look very hard for them.
After having completely emptied all these spots of all oozes and slimes at least 12 times with no tools, i give up. Deleted this quest last night.

In the compound watch our for the swashbucklers as they disarm you and pretty much only come out in groups of two.
