The rum is in the first building on the right in he pirate compund. If you're alone, run in as far as you can, then spirtr run back and rez on top floor. No mobs will aggro you and it's possible to run out with getting killed.
Enter the ruins at the front gate. Muckrake is in the building dead ahead. Targ is in a building to the left (watch out for three nasty patrols, here!). Glommus is in a building off to the right. You can get to Glommus most easily by climbing up a hill and over a wall over there, instead of starting at the gate. If you've already gotten one of the other lieutenants, though, you might as well go directly for him.
None of these guys have escorts. If you clear the ogres around their buildings, they'll be alone and are easy kills.
Easily killable at lvl 10. Just root, wrath, wrath, moonfire, beat about the head, dead.
It's easier, if you have the money, to get back to Thunder Bluff by heading East along the road into The Barrens to Camp Taurijo and getting the windrider back rather than walking.

As a rogue or druid it's entireley possible to sneak by the guards and backstab/pounce the target mob (lvl 43 Elite) without drawing their aggro.
If you're not a rogue or a druid then you'll have to be careful picking you're way towards the ogre.
I did this easily as a lvl 45 warrior, but 2 lvl 40's would have no problem getting there either.
