This gives no measure of 'security' to anyone. But I guess it just gives them the illusion of security they want.
99% of DA dont give a hoot about whether someone is innocent or not. Conviction is a conviction ... who is guilty? Everyone they can get a conviction on. They figure even if the person is 'innocent' they probably did something that they didnt get caught for, which deserves worse anyhow!
