Cryptic Studios is opening the option to transfer characters over to the new Tribble server today and Star Trek Online Executive Producer Stephen D'Angelo has posted a new Path to F2P dev blog explaining the process and limitations.

One thing important to remember is that players will be limited to only one transfer character. This is to limit the impact of transfer characters on the Tribble economy for testing reasons. Players will also have to make sure that they have an open character slot available or the transfer will fail.

When characters are successfully transferred they will get an upgrade to the new game version, which will vary between Federation and Klingons with adjustments to currencies and a possible level boost for certain klingons.

For Federation characters, the only noticeable part of the upgrade is that all unspent Merit, Emblems, Marks, Medals, and Badges are converted into Refined Dilithium and/or Dilithium Ore. It's a pretty complicated algorithm that takes into account how long we feel it takes to earn each of those currencies, and converts it into our new "time currency" called Dilithium. Most characters will get their full balance in Refined Dilithium, but characters with a large balance (less than 1% of characters) will receive some of it in Dilithium Ore.
