Just in time for Strongholds, Neverwinter adds a VIP program that'll kick off August 11th, along with Strongholds. Some important notes before we get into the program itself. It's purchased with Zen and not a monthly subscription. It works on a 30 days of time and each 30 day block grants 1 VIP point. Each VIP point increases rewards as you rank up, making the VIP status even better. It's realistically a fair deal, but we'll get into that.

The VIP program is meant to center around enhancing convenience more than anything else. As you’ll see, it will make life in Neverwinter much easier, but you’ll still need to work hard to be the very best, like no one ever was. The VIP program is not required for the full Neverwinter experience.

So basically you'll get 30 Enchanted Keys per month with the program, at rank 1, and 10% bonus to XP/Glory, VIP zone access, 10 ID-scrolls, and 15% AD on Protector's Enclave. That's at rank 1, at rank 2 you get even more benefits. It looks to be that you rank up with each month of time you have (it's purchasable in 30 days, 90 days, and 180 days) and each 30 day block gives you one additional rank. There is a lot of goodies and it rewards continued involvement with the VIP program. The first rank has most of the good stuff, mainly the daily enchanted key, but otherwise it's a sold program at around $10 a month if you go 30 days a go.

I personally think it's a good program. The rewards are reasonable and it looks to be designed with players in mind so it's not like pay2win (from what I can see) and it encourages players to monetize the game in a reasonable way, which is always good for continued development.
