Has GTA Online already been created?

Rumors are swirling that Realtime Worlds, developers of All Points Bulletin, bought the game back from their publishers to specifically sell it to Rockstar Games, makers of the Grand Theft Auto series.

The developer, responsible for Xbox 360 game Crackdown, claims this is the first it's heard of it, and would only reveal that the team resecured the rights to APB to "give themselves some options".
