NPC Attacks on Player Cities Not Cut... Yet.

For a while there has been some confusion as to whether or not NPCs will attack your guild city. At one point, this was a sure thing. Then later, it seemed as if it may have been removed. Pharamond today clarified that the feature is still in review, and a decision has not been finalized one way or another yet.
