PSI Bug List Ready for Sigil

Suul have teamed up to produce a list of bugs and issues for Sigil's
development team:

Issue: Damage Per Second (DPS)

Our DPS doesn't seem to scale very well in the late 30s and 40s
compared to other DPS classes.
