WoW Patch 5.4 RPPM Changes

In patch 5.4 Blizzard will be updating the Proc Per Minute for many of the items. They've shared that table with us and we're in turn sharing it with you! The modifications wlook to change a lot of the procs around and from a glance there is a lot of nerfs and buffs to the proc rate.

Note: “Budget” in the below table is defined as- accounting for the item budget difference between a standard ilvl and the ilvl of the item in question. The standard ilvl for Throne of Thunder trinkets is 528. The standard ilvl for the legendary cloak is 600.
