I must thank Lightshot over on the Guild Wars 2 forums for this guide as he, as far as I know, discovered the location of the tiger. Firstly, you'll need to get to Dragonstand and complete the Meta event. Without completing the event, a thorn barrier will block your way to the Tiger enclosure. Once you succeed in the event, the barrier will disappear and you'll be free to tame the Tigers.
Once you've completed the Dragonstand meta event, run south from the above Waypoint.
Once you've completed the Dragonstand meta event, this door will crumble and you'll be able to enter.
