Now that the hotfix is complete, Community Relations Specialist Samera
treats us with the Release Notes:

General

Tell messages will now be displayed in all chat windows by
default (for new characters and new chat tabs). Fixed a problem with the Mail UI that caused attached items to
not appear.

Quests

Caverns of Korromar Removed the intelligence requirement from the Daanvi Codex
allowing any player on the quest to use the item.
