Go to 43,13 and you'll see a guy in a Murloc suit who is from D.E.H.T.A. He'll ramble about teaching you to speak to Murlocs so oblige him and take his first quest, Learning to Communicate. Go down in the water west of him straight down and kill Scalder. There is no way to miss him. He's a simple water elemental. Once he's dead fill the conch and return to the king.
