The Dungeons and Dragons Online page lists all the known issues with
the new Evil Resurgent Update.

The Improved Shield Bash feat is not working as described.
Players with Improved Shield Bash do not retain their shield’s AC bonus
and DR when bashing. Players with the Improved Shield Bash feat are
advised to block rather than bash when it is important to keep your
shield’s bonuses to AC and DR.
