Right from Community Manager Caydiem:
All realms have been hotfixed to address a problem with the Druid spell Rejuvenation. Some Druids were receiving a 15% effectiveness increase without having the Improved Rejuvenation talent. This has been fixed. Thank you for bearing with us.
