Officially announced on Twitch a few moments ago, the new Division 2 expansion pack looks set to not only take players back to NYC, but also introduce all new systems to address most player concerns.

As for the expansion itself, it's offering:

Seasons are set to arrive, and will will bring Manhunts to the cities of The Division 2. There'll also be new challenges that aim to keep players invested (a bit like a season pass). The player level cap is increasing from 30 to 40, alongside an "infinite progression system" called the SHD Level. Finally, there'll be four new skills, more new weapons and gear, as well as changes to the Dark Zone.
If you play The Division 2, its prologue for the expansion begins tomorrow. You'll be able to travel to Coney Island and participate in The Hunt, which brings with it two main missions, two “classified assignments”, a new Specialization and more.
