More PTR changes

There have been many changes made to the PTR test realms, and a complete new set of notes has been posted by Hortus in the official forums.

Paladins
• Fanaticism (Retribution) now also reduces threat caused by all actions by 6/12/18/24/30%.
• Hammer of Wrath mana cost reduced.
• Holy Wrath mana cost reduced.
