D'oh!
Looks like Turbine is making good use of Risia Server. Samera had this
to say about the new melee feat Weapon Alacrity:
Just to draw your
attention to a post I just made:
Update: The weapon alacrity feats will not be added to the game with
Module 3. We are basing this decision based in part on what we are
seeing on the Risia server, and based in part on your feedback here.
This is part of the reason we wanted to have a test server - so that we
could see when things were not working quite the way we had hoped.

Please note: they might be still added into the game at some point in
the future.
