In the fourteenth installation of the Vanguard Pantheon
Guides, Machail leads us through the final quest before we can get our
Cloak of the Pantheon. The quest urges one to use judgment and fairness,
along with equality.

Valus is the Lawgiver. Apparently. She's not a big fan of anyone
trying to "trick" the system. She believes everyone deserves a fair
chance, and it is not up to any one mortal person to decide what is fair
for any transgression. She'd make a great politician, but wouldn't last
long in modern-day society.
