On the Blizzard Europe forums, a feedback thread has been started to give players the chance to comment and give feedback about the planned Shaman chnages for 1.11! According to the Blue post:

We would therefore like to gather your feedback on the Shaman class revamp in this thread, which we will then continually forward to the developers. The feedback gathered in this thread will help the developers to make adjustments and tweaks to the revamp before its final version that will be introduced in the 1.11 patch.
