Over the last few days people have noticed players lower than level 58 in the Outlands. Huh? What gives, we thought it was level 58 plus! Here is what Drysc had to say on the official forums.

It's not something we're concerned about, the level restriction was mostly just to curb some of the launch rush to ensure that players who could effectively take advantage of the content could do so without the additional stress of players just wanting to look around. It's likely to be removed completely sometime in the near future.
