The ruffians serving Sharkey are now in Dwaling, and soon troubles will truly begin for the Shire. Help the bounders slow the tide of evil here with this update to Oatbarton quests, including Dwaling quests. Get the title: Server of Process!

You will be attacked by a human 32 Elite, so be prepared.  After completing that, and speaking with Hob, you are able to enter an instance.
