Or as I prefer to call them, AP = Achievement Points. Whatever you call them, the test servers are offering free respecs so that the test players may check out the changes!

In light of the changes to the KoS AA lines which are currently active on the Test servers, the cost for AA respec has been eliminated (on Test servers only). This will give people on the Test servers a chance to experiment with multiple AA builds before the content goes live and explore the options. The free respec will remain in place until Game Update 36 goes live on the regular servers.
