More updates for the live servers.

There have been some minor tweaks and additions made to live update 18 since it's release.

- If you did not get your key from the Gigglegibber ballot counter, you can now claim it from the ballot box even if the quest is complete.

- If you fail to fill in for the Gigglegibber band members 10 times in a row, the quest will automatically complete.

- A Gigglegibber Scout can now be found in the banks of West Freeport and Qeynos Harbor.



- The Gigglegibber ballot counter will now progress any players who are stuck on his task for the quest "Unlocking the Elfin Lord."

- Gift boxes now drop off monsters instead of chests for the holidays.

- If you didn't pick up your present from The Grump, take a look around the Frostfell Elves in Qeynos Harbor or West Freeport to claim it.
