It looks as though players that purchased a copy of Final Fantasy XIV: A Realm Reborn from the PlayStation Network in European territories on August 27th or 28th will be receiving a full refund for the MMORPG. A recent post to the PlayStation EU blog confirmed the news, stating that "all” players that purchased a copy will have the funds added back to their PlayStation Network wallet and all entitlements for Standard and Collector’s Edition copies of the game will be reset. So it looks as though you'll be getting it whether you want it or not in those territories.

"All customers that purchased the digital version of the FINAL FANTASY XIV: A Realm Reborn Standard Edition, or Collector’s Edition, from PlayStation Network on 27th or 28th August will receive a full refund and will be able to find the funds in their wallet as soon as this is processed.

In addition, the entitlements of FINAL FANTASY XIV: A Realm Reborn Standard Edition or Collector’s Edition will be reset and the title will appear again in the download list.

We apologise for any inconvenience this may cause and thank you for your patience."

Square Enix have been struggling with server capacity issues since the relaunch of the title last week resulting in a temporary suspension in digital sales and additional free game time for current players. An update scheduled to begin yesterday aimed to increase the capacity and address a number of issues.
