Over the last few weeks, Cody "Micajah" Bye has been playing a whole slew of free-to-play, Korean MMOGs. They've been entertaining, but he cannot fathom why the importers of these games do not improve the new player experience. Read his blog, "For Help Hit..." to find out more.
That said, I believe it isn't the Korean developers fault that this is occurring. The initial creators of the game make their product for a particular audience, and that audience may simply be the Korean one. However, they should include some degree of flexibility in the code that allows localizers to adjust settings and to add and subtract content depending upon who they are appealing to.
