Light-armor users in the Lord of the Rings Online are all of the so-called
"caster" class - wielders of power beyond the simple physical
mechanics of sword-swinging and arrow-shooting. They're the ones
that keep the heavy-armor guys standing and the medium-armor
guys buffed up and looking good. The Lore-master
uses ancient knowledge of natural sciences and an inherent
empathy with living things to produce seemingly magical effects.
The Minstrel uses uplifting songs to cheer his
comrades to victory, and discordant cacophany to demoralize his
enemies. The Rune-keeper uses the power of
words to create vivid imagery that weakens the resolve of his
foes and strengthens the courage of his allies. While none of
this is, in the strictest sense, actual "magic," these classes
fill the same roles as healers and casters in other games.

a set of common needs:
- Since they are all tactical classes, Will
and Fate are the bread and butter of this
class. Will determines the character's maximum power pool and
the effectiveness of their tactical skills. Fate contributes
to tactical critical ratings and to in-combat power
regeneration. - They are limited to light armor, which can make them rather
fragile. Though they all have the ability to keep themselves
standing with self-heals, they should almost never be anywhere
near the front lines of battle. That job is for the
meat-shields (see LotRO
Deeds & Virtues - Heavy Armor Edition). They do,
however, need to absorb the occasional stray sword-blow, so a
high Vitality score comes in handy. - Tactical critical rating effects both damaging and healing
skills. A critical heal from a Minstrel can have just as
profound an effect as a critical Epic Conclusion
from a Rune-keeper. All three of these classes benefit from
boosting Outgoing Healing Rating. These specific stats are
usually found on gear rather than virtues. - Unlike medium-armor users (see LotRO
Deeds & Virtues - Medium Armor Edition),
Might and Agility are relatively
unimportant for these classes, though they both contribute to
defensive capability. Minstrels may find more use for Might to
increase their Block rating, and Rune-keepers may find more
use for Agility, which increases Evade rating. Lore-masters
actually have a couple of decent melee skills, so they might
want to put a few more points in Might and Agility.
Minstrels, Rune-keepers and Lore-masters will all use
essentially the same virtues to increase their tactical
effectiveness. Despite their comparative fragility, all three
classes are capable of very high DPS, and the Minstrel and
Rune-keeper are strong solo classes. The Lore-master is not as
strong for solo play, and will most often use a pet as a tank,
focusing on a buffing and supportive role even while soloing.
Completing slayer deeds with these classes can be a bit of a
chore - at least until high levels when their AoE attacks start
to get fairly powerful. Fortunately, since most of the virtues
they need come from lore, exploration and quest-completion
deeds, they won't need to do a whole lot of slayer deeds.
Group Focus: Will and Fate
The obvious choice for these classes is to focus on tactical
effectiveness. Will determines the base size of the maximum
power pool, and also the magnitude of tactical skills. Fate
determines the critical chance of tactical skills, and also
contributes to in-combat power regeneration (ICPR). For group
content, these factors are of paramount importance - as a
healer, you want to consistently hit big numbers without zeroing
out on power during critical times, or the group will wipe. The
same goes for DPS and buffs - if you want to contribute to the
group's success, you don't want to burn out too fast.

Confidence, Empathy
Solo Focus: Vitality and Morale
Because these classes are limited to light armor, which
provides very little in the way of defense, you may want a
little more "glass" to go with your "glass cannon." Beefing up
with extra morale and Vitality to soak up a beat-down will keep
you in the fight longer, and the boost to physical damage
mitigation from a high Vitality score means you'll be taking
less damage when the mobs get into melee range.

Balancing It Out: Defence and ICPR
Like the other classes, endgame "caster" gear is typically very
heavy on primary stats - Will and Fate - but leaves a gaping
hole in secondary considerations like physical defense.
