Now that the hotfix is complete, Community Relations Specialist Samera
treats us with the Release Notes:

General

• Tell messages will now be displayed in all chat windows by
  default (for new characters and new chat tabs).
• Fixed a problem with the Mail UI that caused attached items to
  not appear.

Quests

• Caverns of Korromar
  • Removed the intelligence requirement from the Daanvi Codex
    allowing any player on the quest to use the item.
