Strom's boat is docked near the Tortage Lighthouse.

Now that you have liberated the last two districts make your way to Strom’s ship. Fight your way to the eastern docks where Strom’s ship is docked. You will need to destroy several small gates set up to block your way. When you reach the docks you will have to face that old slave trader, Sakumbe (Mini-Boss Lvl 19). Dispose of him and proceed to Strom’s ship. Dispose of the guards between you and your target. Strom’s Ship is docked at the old lighthouse. Slay Strom’s two bodyguards on the boat. You will also be attacked by three spawned waves of minions. These guys are pretty weak so they shouldn't cause you to much trouble.

Once you have slain the two bodyguards and eliminated the three spawned waves, Strom will come down to face you. Strom is a level 19, but fight smart and you will have the tyrant licking the boat deck in no time. Buy a few healing potions and use them during the battle if you get into trouble, but the fight isn't to difficult.

The final battle will be fought on the deck of Strom's ship.
