The World of Warcraft website is currently undergoing a pretty severe overhaul to hear it be told. They are going to be providing new features and services. While the maintenance is ongoing now, the whole site isn't down at one time. Only sections will be down intermittently at any one time. There is also not ETA on when the maintenance will be complete.

We're currently undergoing an extensive maintenance on our web infrastructure in order to provide new features along with increased performance and security to our customers. As the maintenance continues, some website features will be intermittently unavailable such as account creation, password recovery, Paid Character Transfer, and/or adding payment.
