The promise was made way back when the game first launched that there would be modding support for the Fallout 4 community, and it seems that the promise is getting closer to being fulfilled. In a tweet from the official Fallout 4 account, and answer of "we’ll be sharing more details soon. stay tuned." was given to a fan asking when modding would become available. Of course that's not really a solid answer to the when, but when Bethesda has been reluctant to say anything at all about the topic it means something.
Modding has always been a huge part of the Fallout community on the PC, and since the game made the leap to the console several iterations ago players have longed for the ability to transform all of the Deathclaws in the game into the Macho Man. The trick will be making the process of finding and adding mods simple for newcomers who never had to wade through the third party modding sites, download a mod and then figure out where in the file structure it goes. Fortunately Bethesda has stated they plan on putting a lot of time into making sure the system is easy to use and contained in the game.
